Created Bugzilla account, never received email w/ password.

A bug (or a feature, depending on one's point of view): If a new article,
set for local, is previewed, the "local" box is not selected when it comes
back for editing. Many users do not pay attention and thus their article
ends up in the "Elsewhere" category. Of course, re-editing can take care of
that, but the "local" designation should carry through the stages.
